Teaching is more than a job; it is a rewarding career.  If you have the dedication and passion to pursue a career in education, the Patton College of Education can help you reach your goal.  We work closely with our surrounding schools and districts to design and implement quality educator training programs that prepare successful teachers at the elementary, middle, or high school levels.  

In addition, the Patton College of Education understands that schools need teachers who are dedicated to learning, leading, and empowering others through their professional knowledge and leadership skills. Therefore, the goal of our Teacher Leader Master’s Program is to equip teachers with the necessary leadership skills to positively transform their classrooms, schools, districts, and the profession.

Patton College of Education faculty members have many years of combined experience within P-12 classrooms. They are committed to the success of every student and provide the ongoing support that is so important to our teacher education candidates.  The majority of our students obtain jobs the first year after graduation and remain in education throughout their careers.

Programs of study

All PCOE degree programs are offered as either BA or BS degree options, unless specified.

Elementary Education (Certification in Grades P-5)
A candidate who completes a program in elementary education will be prepared to teach in primary through fifth grade.

Middle Grades Education (Certification in Grades 5-9)
A candidate who completes a program in middle grades education will be prepared to teach in grades five through nine. Program areas include: science, social studies, English, or math.

Secondary Education (Certification in Grades 8-12)
A candidate who completes a program in secondary education will be prepared to teach in grades eight through twelve. Program areas include biology, chemistry, English, math, or social studies.

Proficiency Evaluation for Initial Certification

Proficiency evaluation for initial certification requires the candidate to have a bachelor’s or advanced degree. (The degree must be in an area that directly relates to the area in which certification is being sought.)

Proficiency Evaluation for Additional Certification
Proficiency evaluation for additional certification requires the candidate to be currently certified to teach in Kentucky.

Consistent with the 16 KAR 5:030 on Proficiency Evaluation, when conducting a proficiency evaluation, the faculty may assess proficiency by considering:
• Previous education;
• Unusual experience; or
• Proficiency assessment at a level comparable to the usual requirements in the content area in which the educator is seeking certification.

Admission Requirements:
1. Completed application for proficiency evaluation (online)
2. Electronic Portfolio containing the following:
a. Resume that details past work experience(s) relevant to the proficiency evaluation
b. Three completed Recommendation for Proficiency Evaluation forms. Applicants must score at a level 2 or higher on all indicators.
c. Awards, personal achievements, or published works (if applicable) relevant to the proficiency evaluation
d. Transcript showing bachelor’s or advanced degree completion and GPA (initial certification only); applicants for additional certification must submit evidence of Kentucky teacher certification.
e. Signed Professional Code of Ethics and Commitment to Professional Dispositions
f. Application of the Kentucky Teacher Performance Standards, which relate to the Learner and Learning, Content Knowledge, Instructional Practice, and Professional Responsibilities and the Kentucky Framework for Teaching: Planning and Preparation, Classroom Environment, Instruction, and Professional Responsibilities as measured by the KyFFT rubric. Candidates must score at the developing level or higher on all indicators.
g. Demonstration of the appropriate professional dispositions as measured by the University of Pikeville Candidate Disposition Inventory. Three must be completed by colleagues, administrators, or work associates. Candidates must score at a level 3 or higher on all indicators.
h. Proficient use of technology applications in education
i. Evidence of addressing the diverse learning needs of students
j. Communication with students, parents, and families
k. Evidence of successful completion of Praxis Core Academic Skills for Educators (Reading 156, Writing 162, Math 150) –*Admission requirements (16 KAR 5:020) — or GRE (Verbal 150, Quantitative 143, Writing 4.0).
l. Cumulative and content GPA of 2.75 or higher verified by official transcripts from all universities and colleges attended – *Admission requirements (16 KAR 5:020)
*Educators holding a valid Kentucky certificate seeking another certification area are not required to meet the admission requirements established in 16 KAR 5:020(1)(2) (b) and 16 KAR 5:020(1)(3)(b).
3. Interview with the Patton College of Education Director of Teacher Education, Certification Officer, and/or Clinical Supervisor.
4. If the candidate does not fulfill all requirements to meet the required standards or is seeking to have additional certification, he/she will work with a member of the Patton College of Education faculty to complete an Educator Learning Plan (ELP) that outlines additional requirements needed for the proficiency evaluation. The ELP will be individualized based on the applicant’s past education and/or experiences and program area in which certification is sought.
a. Once the ELP has been developed and approved:
i. The candidate’s admission data will be entered in the admission/exit system (OELE), and he/she will have two years to complete all requirements.
ii. The candidate will complete an application for Proficiency Provisional Certification, which is renewable for up to two years; therefore, the candidate may hold a job in the program area in which certification is sought, but the proficiency evaluation program must be successfully completed within the two-year time period. Official transcripts and the completed Educator Learning Plan must be submitted with the provisional certificate application.
iii. If the applicant does not currently hold a teaching position in Kentucky, he/she must submit to a Federal Background Check and a Child Abuse and Neglect Check. These reports must not show any convictions that would disallow the candidate from working within a school. The district will decide if the candidate’s background check is appropriate for field placement, and the Patton College of Education must have a signed and dated verification.
iv. Applicant must complete and sign a Character and Fitness questionnaire contained in Section II of the CA-1.
v. When this process is completed, we will issue a letter to the candidate stating that he/she is eligible for employment.
Required Field Experiences:
i. All candidates must complete the required field/clinical experiences identified in their ELPs. Before, field experiences can be completed, the applicant must have on file in the Patton College of Education a signed and dated Verification of Federal Background Check from the district where the candidate will complete required field experiences and a completed Child Abuse and Neglect Check.

The following candidates must have a signed Administrator Agreement allowing the candidate to complete required field/clinical experiences within a P-12 school:
• Candidates who are not employed under the Proficiency Provisional Certificate or
• Candidates who are seeking additional certification and are not employed in the area for which certification is sought.

By signing this agreement the administrator:
• Gives permission for the candidate to complete all required clinical experiences identified in the individual Educator Learning Plan relevant to the program and level that certification is being sought.
o Field experiences can include the completion of:
 Classroom observations (face-to-face or through electronic applications) by UPIKE Faculty demonstrating:
• Application of the Kentucky Teacher Performance Standards
• Application of the Kentucky Framework for Teaching
• Demonstration of the appropriate professional dispositions
• Proficient use of technology applications in education
• Evidence of addressing the diverse learning needs of students
• Communication with students, parents, and families
 Relevant professional learning activities with UPIKE faculty, experienced colleagues, and/or other sources required to reach proficiency level based on review of evidence submitted. Professional learning activities will be individualized based on education and previous experience.

Exit:
1. Candidates who demonstrate that they meet all the standards according to the identified criteria and required benchmarks after the initial review and interview will be recommended for certification. All candidates must demonstrate proficiency at a level comparable to the usual requirements in the program area and level that the applicant is seeking certification, including passing scores on all assessments (Praxis II, Praxis PLT) required by the state for the area in which certification is being sought.
2. If during the initial review, the candidate did not provide evidence of meeting the standards based on the identified inventories/rubrics, or he/she is seeking additional certification, final review of evidence from completion of the ELP for proficiency evaluation will be conducted by the Director of Teacher Education, Certification Officer, and/or Clinical Supervisor, along with an education faculty member. All candidates must demonstrate proficiency at a level comparable to the usual requirements in the program area and level that the applicant is seeking certification, including passing scores on all assessments (Praxis II, Praxis PLT) required by the state for the area in which certification is being sought.
3. The Kentucky Framework for Teaching Rubric, which is aligned to the Kentucky Teacher Performance Standards, will be used to measure the success of the candidate in meeting the required standards.
a. The candidate must demonstrate evidence of meeting the specific goals and objectives identified in the ELP, including the Kentucky Teacher Performance Standards, required field/clinical experiences, professional dispositions, technology applications, addressing diverse learning needs of students, communicating with stakeholders, and/or relevant professional learning activities.
b. Evidence must be presented for demonstration of all standards. Candidates must score at the Developing level or higher for all indicators on the KyFFT rubric for successful completion of the proficiency evaluation. No scores of Ineffective will be accepted.
4. Recommendation for certification must be approved by the University of Pikeville, Patton College of Education Teacher Education Committee (TEC).
5. Upon successful completion, the recommendation for Professional certification will be submitted by the Certification Officer (CA-1 Form) and exit data entered in the admission/exit system (OELE)
6. The proficiency evaluation process must be successfully completed within the two-year time period.

KEA-Student Program

The KEA-Student Program is a professional association for college students preparing to enter the teaching profession. Through it’s affiliation with the KEA, KEA-SP provides college students assistance, benefits, professional resources, and the opportunities to learn, not only from each other, but from a network of advisors and professional educators.
