Simultaneous Membership Program (SMP)

The Simultaneous Membership Program allows you to attend Army ROTC and serve in the U.S. Army Reserve or Army National Guard at the same time. It gives you an opportunity for additional training and experience. Cadets serve as officer trainees in the Army Reserve or National Guard while completing college. You can earn Army Reserve/National Guard pay and benefits in addition to your Army ROTC allowances.

Are you in the Army National Guard or Army Reserves? Enroll in ROTC through the Simultaneous Membership Program. SMP is a cooperative program that places Reserve Component soldiers into officer-trainee positions with their TPU unit while they participate as full-time students in ROTC. SMP cadets are non-deployable so they can complete their college degree.

  • Tuition assistance
  • Receive experience and serve in a TPU as a company grade officer. 
  • Receive a Guaranteed Reserve Forces Duty (GFRD) scholarship if desired. Non-scholarship students may request GRFD contract, and if approved, are assured they will have United States Army Reserve unit duty only.
  • Receive pay as an E-5.
  • Receive annual training pay with TPU (an E-5 is entitled to $66.00 for each day of AT; plus Basic Housing allowance for the number of days at AT).
  • Receive a ROTC subsistence allowance of $350-500 per month for 10 month ($3,500-$5,000 per year)
  • Receive Advance ROTC Camp cadet pay during the summer of your junior year (approximately $700) 
Simultaneous Membership Program Scholarships
Four, three and two-year scholarships are available to qualified members of the National Guard or Reserves. These scholarships cover:
  • Full-tuition
  • The option for room and board in place of tuition, if you should qualify
  • Additional allowances for books and fees
  • Monthly stipend for living allowance. 
In order to qualify for these scholarships, you must:
  • Be a U.S. citizen
  • Have a minimum high school GPA of 2.5
  • Have a minimum score of 920 on the SAT or 19 on the ACT
  • Complete the ROTC Basic Course requirements or Basic Combat Training
  • Be medically and morally qualified
Federal Tuition Assistance (FTA) Army Reservist or Army National Guard:  If you have one year of service after completion of Basic Training and Advanced Individual Training you may be eligible for FTA up to $4,000 per year ($2,000 per semester).

If you commit to a six-year enlistment in the Military Reserves or National Guard, then you can receive:
  • $337 a month as a full-time student.
  • This amount may vary.
To activate Chapter 1606:
  1. Fill out Application 22-1990.
  2. Provide a notice of basic eligibility (NOBE) from the drilling unit.
  3. Once registered with UPIKE, provide all paperwork to UPIKE’s VA Certifying Official.
